The existing storm sewer system at the intersection of Ridge Road and West Chocolate Avenue lacks the capacity to properly accommodate and convey stormwater runoff from its tributary drainage area during moderate and severe storm events. The result is ponding and flooding in the intersection, in particular in front of the Hershey Town Square. The storm sewer system is also inadequate at the Ridge Road underpass beneath the Norfolk Southern Railroad, with storm event flooding at that location as well. This condition has been negatively impacting businesses, pedestrian traffic and tourism in this vital area in downtown Hershey. It also posed a public safety risk if emergency vehicles would need to access Park Boulevard and Hershey Park during and after a storm event. To rectify this situation, the Derry Township Municipal Authority (DTMA) entered into a contract with Ankiewicz Enterprises, Inc. (Ankiewicz) to construct the Ridge Road Drainage Improvements Project (Project). The Project will involve the replacement, upgrade, expansion and a degree of relocation of the storm sewer system from Spring Creek near Hersheypark, along Park Boulevard and Ridge Road, at the Ridge Road and West Chocolate Avenue intersection, and then south along Ridge Road to West Caracas Avenue. At a construction cost of nearly $5.5 million funded by a combination of Dauphin County Infrastructure Bank loans and stormwater fees, the Project essentially includes the following:
- Installation of over 30 new stormwater inlets
- Installation of new storm sewers ranging in size from 15-inch diameter circular pipe to large 68-inch by 43-inch elliptical pipe
- Installation of a section of the new storm sewer system beneath the Norfolk Southern railroad via an open pit horizontal boring/drilling procedure
- Some temporary road closures (full and partial)
- Traffic control
- Pavement replacement where disturbed and any other required restoration
- Removal of the orange protective fencing
Work drilling a new 48-inch diameter storm sewer beneath and across the Norfolk Southern Railroad had proven to be extremely difficult and resulted in delays, but was eventually completed. Significant and extensive rock excavation during all phases of the Project also hindered the pace of the work. Regardless, storm sewer installations on Park Boulevard, West Chocolate Avenue and along Ridge Road to West Caracas Avenue have now been completed. Ankiewicz has now completed the installation of all storm sewers and inlets throughout the entire Project length! What still remains is restoration work consisting of sidewalk replacement, replacement of some new inlet tops due to minor damage, and installation of temporary pavement where work occurred. Final pavement replacement throughout the Project length, including the crosswalks on West Chocolate Avenue, will begin later in April during consistently warmer weather.
As a recent addition to the project, DTMA will be partnering with the Township to install new sidewalk, ADA ramps and crosswalks on Ridge Road between West Chocolate Avenue and West Caracas Avenue. This was not part of the original Project scope, but will be a valuable additional improvement to pedestrian traffic in this area. Ridge Road between West Chocolate Avenue and South 1st Street shall remain fully closed while the restoration work noted above continues along that section, and a similar closure of Ridge Road will occur at and near its intersection with West Caracas Avenue while restoration work occurs at that location. All of South 1st Street will still remain accessible from either Linden Street or Valley Road while Ridge Road is closed.
Message boards and detour signs are in place throughout the area to notify and reroute vehicular and pedestrian traffic accordingly. For safety, DTMA strongly urges pedestrians and vehicular traffic to obey detour signs during this critical final stage of the Project work.
DTMA anticipates that the Project will be completed in its entirety in early June.
