​Pretreatment

Protecting public health, preventing damage to infrastructure, and ensuring the effectiveness of wastewater treatment processes.

Pretreatment Program

The Authority’s Industrial Pretreatment Program is required by the U.S. Environmental Protection Agency (EPA) regulations (40 CFR 403) and the National Pollutant Discharge Elimination System (NPDES) permit for DTMA. The objective of the program is to:

  • Prevent the introduction of pollutants into the treatment system that will interfere with the operation of the system or contaminate the sludge;
  • Prevent the introduction of pollutants into the treatment system that will pass through the system, inadequately treated, into receiving waters or the atmosphere;
  • Improve the opportunity to recycle and reclaim wastewater and sludges from the system.

A permit is required for each industrial user discharging into the sewerage system. The industrial user permit sets forth specific requirements, including but not limited to, sampling, monitoring, reporting, compliance schedule, or discharge requirements. Any user who violates the requirements of the permit is subject to enforcement procedures.
