DTMA’s Southwest Wastewater Treatment Plant (SW WWTP) is located in Middletown, Pennsylvania. The SW WWTP has an average daily flow (ADF) of 0.36 million gallons per day (mgd) and is currently rated for 0.6 mgd. The SW WWTP receives flow from eight major residential sources and six major commercial customers. The service area is anticipating significant growth in the near future, specifically from Londonderry Township. Since its original construction in 1991, the SW WWTP has had only minor equipment upgrades. The purpose of the SW WWTP Upgrade project is to expand the facility accordingly to provide long term treatment capacity and performance to meet future influent flows and nutrient discharge standards.
This project generally includes the following work:
- Conversion and expansion of the secondary treatment process to include two new cast-in-place aeration tanks
- Conversion of the existing oxidation tanks
- New Electrical Building
- New Blower Building
- New open channel UV disinfection facility
- Miscellaneous upgrades such as new influent pumps, electrical equipment in the influent pump station
- Civil/Site work improvements such as pervious asphalt improvements
Project work commenced in the summer of 2024 and is expected to continue until the spring of 2027. Once the construction is completed and the plant is successfully commissioned, the DTMA Southwest Wastewater Treatment Facility will be rated for 1.54 MGD. This treatment capacity more than doubles the capacity of the plant prior to the upgrades (0.6 MGD rated capacity).
The Project construction cost is $16.8 million. Note that DTMA was successful in obtaining a Department of Commerce Economic Development Administration (EDA) grant in the amount of $3,500,000 for the Project. The grant was funded under EDA’s Nuclear Closure Community Economic Adjustment Assistance Program of the Public Works and Economic Development Act of 1965.
